The Ruling Houses
Upon the ruthless assassination of HRM Esezi l, there was an anticipated chaos fueled by anger among Okpe nationals on both sides of the divide. The surviving three brothers, as well as the kinsfolks of Esezi l and members of the Esezi Ruling House, deserted Orerokpe to found several villages. These new-found villages and hamlets became the nucleus of the four Ruling Houses (or Ruling Quarters), bearing the names of the respective four brothers: Orhue, Orhorho, Evbreke, and Esezi.
1. There are four RULING houses as listed below according to seniority:
(i) The Orhue Ruling House
(ii) The Orhorho Ruling House
(iii) The Evbreke Ruling House
(iv) The Esezi Ruling House.
2. However, the order of rotation in which the respective ruling houses are entitled to provide candidates shall be
(i) The Esezi Ruling House
(ii) The Orhorho Ruling House
(iii) The Orhue Ruling House
(iv) The Evbreke Ruling House
Provided that if the ruling house whose turn it is to provide a candidate or candidates happens to be at the same time the present ruling house irrespective of the Orodje of Okpe Chieftaincy,that ruling house shall miss its turn and the ruling house shall be entitled to provide a candidate or candidates to fill the vacancy.
3. The person who may be proposed as candidates by a ruling house entitled to fill a vacancy in the Chieftaincy shall be:
(i) Male members of the ruling house who hold the Okakuro of Okpe Chieftaincy title, that is, persons appointed and recognised as Ekakuro by Orodje of Okpe sitting with the college of Ekakuro
(ii) Natives of Okpe, that is, persons whose fathers and / or mothers were of okpe extraction.
4. There are eighty kingmaker who are the following Ekakuro:
(i) 20 Ekakuro from Orhue house in order of seniority of title.
(ii) 20 Ekakuro from Orhoro ruling house in order of seniority
(iii) 20 Ekakuro from Esezi ruling house in order of seniority
(iv) 20 Ekakuro from Evbreke ruling house in order of seniority.
Seniority amongst Ekakuro shall be determined by their chronological order of appointment.
5. The method of selection by each ruling house is as follows:
(i) The ruling house whose turn it is to provide a candidate or candidates to fill a vacancy in the Chieftaincy shall nominate a candidate or candidates at a meeting of that ruling ouse summoned by head (okpako) of the house.
(ii) The head (Okpako) of the house shall present the candidate or candidates so nominated to the kingmakers
6. The consent of the Orodje of Okpe is required to the appointment of the Otota but such consent shall not be unreasonably withheld.
